


FINRA remembered Tom Gira in a virtual memorial held July 16, 2020.
From the Memorial Program:
Over nearly three decades at FINRA, Tom Gira built an extensive and exemplary legacy of accomplishment built from his deep-seated belief in protecting investors and promoting the integrity of the markets.
Under his outstanding leadership, FINRA’s responsibilities grew to encompass cross-market surveillance of all U.S. equities markets and nearly half of U.S. options markets. Tom guided the Transparency Services Department through significant milestones in delivering increased market transparency to investors, including the reporting of U.S. Treasury securities transactions to TRACE. And his commitment to the development of a Consolidated Audit Trail played a critical role in the project finally coming to fruition.
As vast as these achievements are, Tom’s true FINRA legacy will be how he accomplished them. He led with decency, patience, perseverance, kindness, a commitment to excellence, a generosity of spirit, a wry sense of humor and an enduring loyalty to FINRA and his colleagues. Tom was a true gentleman who viewed and treated everyone here like family.
Someone of Tom’s talent and capabilities could have worked anywhere—but he was known to say that “I’ve got regulation in my bones.” We are so fortunate that he did, and that we had Tom in our lives.
We will miss him greatly.

We were very moved at FINRA's decision to honor Tom and his legacy at FINRA by renaming the building at 9509 Key West Boulevard, Rockville, MD 20850 as the
Thomas R. Gira Building.
